When I use the 'browse/edit tags & flags' tool, after I hit the 'Write' button, V1 tags are updated with my changes, but V2 tags revert to their original content. What's going on? I am on V3.05, unregistered, with banner.

Unlike all the other tools, the browse/edit tool has its own tag version write settings, not using the global settings. Please make sure that the "Write to" setting under the file listbox is set to "Both", and you should be ok.
