I just installed Bookmark Converter 3.2.  I have IE 6.0 and Firefox 1.0 installed on my computer.  IE 6.0 is OK, but Firefox is not detected.  For example, when I try to covert from IE to Firefox and click on Firefox/Firebird/Phoenix Bookmarks Under Bookmark Target I get the message, "Target Bookmark File (Non-Existent)."

The "non-existent" caption is not a message indicating the state of your file, but rather an informative message meaning that the file name you select as a target does not necessarily have to exist. But it can exist too, and in that case you overwrite it. Simply press the browse button, and you will be able to select your current Firefox bookmark file as target for the conversion.
