Ok, analysis complete.
That file contained two frames of illegal format. They both had invalid frame-id:s, and also had illegal data inside of the frames. The exact way they were assembled caused Mp3/TS to think it was an internal error, but it was just a corrupt tag.
The program that wrote the ID3v2 tags to those files is broken and writes corrupt tags, so if you find out which program it is, please notify its author.
