is there any way to do a true synchronisation of the year field between the v1 and the v2 tag?My tags are out of sync and what I'd like to do is if the year field exists in either put it in both, if it is in both allow one to override the other.

Yes, by combining the filter (to check if the year field is set) and the global setting for which tag version should override the other, this can be accomplished in the Direct tag manipulation tool.
