Repairing the VBR header of "any files that need it" would include scanning the file contents to see if they're a VBR files without a VBR header, and in that case it would take exactly the same time as performing the current option "Only process real VBR files" in the repair tool.
Sure, you could include an additional option for only repairing files that already have a VBR header that is broken/incorrect, but this would skip all VBR files that do not have any VBR header at all but still need one, and this would confuse and mislead a lot of people I'm afraid.
