I have now analyzed the files you sent me, and this is what I found:
1. The so called "language descriptor" of the ID3v2 tag comment field that is written with Explorer is set to German, while Mp3/Tag Studio defaults to English (like most taggers). It would seem like Windows Explorer makes the (rather inconvenient) choice of ignoring all comment fields with language descriptors that differs from the language of the operating system. Since you have a German Windows version, it seems to ignore the English comments.
2. The file that was written in Explorer also contains an extra (invalid) empty comment frame, but my guess would be that it is the language descriptors that cause your problem, and not this issue.
Anyway, I will talk to some of the responsible developers at Microsoft about this, and see what they have to say about it. I'll get back with their replies later (if they don't want to comment it here in the forum themselves of course).
