Sounds quite strange, especially if it's still there after you uninstall/reinstall the software. 
If you are using Windows 95/98/ME, shortage of so called "user resources" in the operating system might have side-effects like that. In that case, try to run less programs at the same time as Mp3/Tag Studio and see if there's any difference. If that's not it, I'm out of guesses at the moment.
Hmm, ok, one more guess. It's not that you have installed the program as an administrator, and then are trying to run it with a lower privilege user that does not have write access to the Mp3/Tag Studio installation directory? You always need to have write access to the Mp3/Tag Studio installation directory for correct operation.
