Most times, the length indicated by MP3TS agrees within 1/2 second with the actual play time, as show on Winamp and my wave editor, Cool Edit. On this particular song, MP3TS says the length is 3:26, when it's only 3:20.

I downloaded the mp3 song from amazon.com, VBR. According to Winamp, the original downloaded song has these characteristics:

Payload size: 6160991 bytes
Header found at: 166794 bytes
Encoder delay: 576, Zero Padding: 1836
Length: 202 seconds
MPEG-1 layer 3
243kbit(ABR), 7764 frames
44100Hz Joint Stereo

After editing (normalizing volume and removing excess silence from beginning and end), I saved it as an MP3, 192 Kbps. MP3TS reports:

Length:  3m 26s
Size: 4965640
Frames: 7932
Sample freq: 44100 Hz
Bitrate 192 kbps
Joint Stereo
MPEG Version: 1, Layer number 3

I tried the trick of repairing the VBR on the downloaded file before editing it and resaving it. It did NOT solve the problem.
