I install all my downloaded programs into a directory in My Documents called Programs.

Now, when I try to put mp3tag in a folder all by itself, it disables, to a degree, the dll (I believe that's what it's called) that I can access by right-clicking a music folder. It doesn't allow me to "edit  this directory in MP3 Tag studio" any longer. Why is that?

Just like most Windows programs, you cannot just move the files of Mp3/Tag Studio to a new location, and expect it work if you run it from there. You must instead first uninstall it, and then re-install it in the new desired location (i.e. using the original setup-file). Then it will work just fine again.
