For some reason when I load the program everything underneath the file help section rapidly refreshes... more to says its like everything is being reproduced over and over sich that it looks like its flashing... ive tried reinstalling the program but to no avail... in running windows xp pro on an athlon 1600... any ideas or comments???

It can be resolved by starting the program with the "-noresize" command-line parameter. Please read more about this problem in the program help file, under the "known problems" section.

I also noticed that if I turn off the "Large Fonts" option in Windows, the problem goes away.
