I found the control in the UI that let's me add custom genre tags to Mp3 Tag Studio. I would like to remove the standard genres and only use my custom tags. I believe that these values are stored in mp3ts.dat. Is there any tool that you can suggest that will allow me to edit this file?

No, the standard ID3v1 genre set is hardcoded into the program, and cannot be removed (due to its special meaning to ID3v1 tags).
Also, there are no editors for manipulating the mp3ts.dat file either way, except for possibly a hex editor and some pretty advanced reverse engineering I guess.
