Sure, this is no problem for Mp3/Tag Studio.
First, to correct your tags, you need to perform an auto-tag operation on your files (using the "Auto tag (from filenames)" tool).
For the first file name format you mention, the following template should be used:
<TRASH> <Artist> - <Title>.mp3
For the second file name format you mention, the following template should be used:
<TRASH> - <Artist> - <Title>.mp3
Before pressing the execute button, put a checkmark in the "Case fix and replace" box, then go into its settings (by clicking the "Setup..." button next to this checkbox) and select the "Full uppercase" capitalization mode, then click ok. Now press the execute button. Bam, your tags are fixed.
To fix the filenames, simply auto-rename the files (i.e. using the "Auto rename (from tags)" tool) with the following template:
<Artist> - <Title>.mp3
Bam, filenames are fixed too, and you're done.
