on a dual-monitor setup, the banner window cannot be moved on the secondary display.
or is this a feature?

It has not been tested on a dual screen display, but yes, for understandable reasons there are some measures to make the user unable to move the banner "outside of the screen", which are most likely causing this problem, sorry about that.
