I'd like to use mp3tag on a computer that doesn't have an internet connection.  Is there a way that I can do this?

Yes, Mp3/Tag Studio does not use an internet connection in any way. All you need to do is download the installation file to some other computer that has an internet connection, and then copy this file to the target computer (e.g. by diskette, CDR or LAN) and then install it there from this file.
