When installing a program from the administrator account (i.e., logging into the administrator account and then running the installer program of the application in question), the start menu folder can in some cases be copied to all other user accounts. There is some things that are never copied though, like desktop icons and certain registry data.
Applications can be designed so that this data is copied to all accounts too, but this would result in that the settings for the program in question are shared between all user accounts, which is not always very desirable. Hence, Mp3/TS stores these settings locally for each user account, and when you install the program from one account (admin in your case) and try to access it from another account these settings cannot be found, since they are local to the account on which the program was installed (admin in your case), and hence the error message.
Therefore you will need to login to each account from which you want to be able to use Mp3/Tag Studio, and run the installer from there (or alternatively, copy the contents of that registry key I told you about above).
