Here is an excerpt from the help file, regarding keyboard shortcuts in the browse tool:

When standing in one of the tag field editboxes and having unsaved settings, press enter once to save your settings. You can also press alt-up and alt-down to directly switch to another file while still keeping focus in the current tag field.
When standing in one of the tag field editboxes and NOT having unsaved settings, press enter once to return focus to the file listbox, where you can easily choose another file with your arrow keys.
NOTE: Because the comment field supports multiple lines, but the enter key is already reserved for this save-functionality, you'll have to press ctrl-enter to create a linebreak in the comment field.
All tag field editboxes have hotkeys. Press alt + the underlined character in the wanted field to immediately jump to it.
All the options in the right-click menu have hotkeys too. Here follows a list of these:

So, in your case I would first press enter once, and then alt-down, to accomplish what you want.
