Hello, Im at work and I want to download Mp3 Tag Studio to my work PC, 1. Am I allowed to have it on 2 PC's (Im a licensed user)
2 If yes to the 1st question, is the current download a fully updated version or will I still need to download 2 files : 1 the programme 2 the Patch.

Sure, you can use it on your work PC too (just make sure that noone else gets hold of your license file).
And yes, the download packets on the website are always the latest version. The only difference between the patch and the full packet is that the patch is smaller (but will need a prior 3.x version to be installed on the target system to work). If you are uncertain, the full package will always work.
